Pre-order of the iPhone 4S starts from 7 October,2011 and will be available in the US, Australia, Canada, France, Germany, Japan and the UK on October 14, 2011.

The iPhone 4S will also be available at 22 more countries by the end of October 2011(most likely 28 Oct 2011) including Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, Hungary, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Mexico, Netherlands, Norway, Singapore, Slovakia, Slovenia, Spain, Sweden and Switzerland.

Malaysia is not yet in the list,but from the past experience,I think iPhone 4S will hit in Malaysia in coming November. Just be patient to wait for it.
